Education Quality & Recognition

The quality of higher education is given careful attention by the competent authorities in the Sultanate of Oman. The Ministry of Higher Education, Research and Innovation supervises higher education institutions in the Sultanate in terms of licensing institutions and programs, following up on their performance, and regulating their affairs. All institutions are subject to a process of quality audit and institutional and program accreditation from the Oman Authority for Academic Accreditation and Quality Assurance of Education (OAAAQAE), which enhances the quality of education system in the Sultanate.

Further, Oman Association for Quality in Higher Education (OAQHE) contributes towards building quality culture in the higher education sector through workshops, seminars, and conferences to the sector. for more details: www.oaqhe.org.om

The international student can view the results of quality audits conducted by the Omani Authority for Academic Accreditation and Quality Assurance of Education (OAAAQAE) through its official website www.oaaa.gov.om for all higher education institutions in the Sultanate of Oman, where reports and results of these processes are published on the website, which enhances the credibility of transparency of this information to students and parents.

Institutional recognition:

Before starting to register at the higher educational institution, the international student must ensure that the institution’s certificate is recognized in his country, and this procedure is the student’s responsibility to ensure that his academic studies and the certificate he will obtain comply with the regulations in force in his country.

Equivalency of foreign educational certificates:
  • The responsible Unit for completing the procedures: the student + the HEI
  • The awarding Unit: The Certificates and Qualifications Department at the General Directorate of Educational Evaluation in the Omani Ministry of Education
  • The time required for completion: depends on the integrity of the certificate's data and the speed of response of the relevant authorities in the country granting the certificate.
  • Procedures for obtaining the equation: Before applying to any higher educational institution in the Sultanate, the educational certificate must be equivalent to the General Secondary Certificate (General Diploma) in the Sultanate. To do this, you must follow these steps:
  1. Authentication of the educational certificate from the granting ministry in the country in which the student studied (Ministry of Education/Ministry of Higher Education, Research and Innovation).
  2. Authentication of the certificate by the embassy of the Sultanate of Oman in the country from which the certificate was issued.
  3. Authentication of the certificate by the Ministry of Foreign Affairs in the country from which the certificate was issued.
  4. Send a clear, color copy of the certificate showing the endorsement stamps via e-mail to the higher educational institution in the Sultanate in which the student wishes to study, with the provision of the following:
  • A copy of the previous certificate (grade 11).
  • A copy of the student's valid passport.
  • A recent photo of the student.
  • Complete the equivalency application form, which the student obtains from the educational institution in which he wishes to study.
  1. 5. The HEI will issue an equivalency request letter attached to all of the above, and submit the equivalency request to The Certificates and Qualifications Department in the Omani Ministry of Education.
  2. 6. After receiving the equivalency, the student can complete the admission procedures with the HEI.
